2.33% chance of obtaining it from gravedigging, or by purchasing it for 8 or 129 at the Ghostly Gadgets Shop.

The Witch's Broom appears to be a long, brown cylinder with a yellow tip, and a flat circle with many marigold part forming the shape of a broom head.
